T&E aims to advance sustainable transport policies in Europe by focusing on national implementation and agenda setting for zero-emission freight and key regulatory standards in 2024.

Introduction
T&E is a European NGO working to develop and implement environmentally sustainable transport policies. It has already contributed to a number of high-profile EU policy changes such as:
- Binding standards for more fuel-efficient cars and vans
- More sustainable biofuels
- Inclusion of aviation in the EU ETS
- Introduction of green tyre labels
- Smarter EU rules on the way lorries can be charged and designed
2024 Legislative Context
2024 is the final year of the EU Commission and Parliament’s mandate. It marks the cut-off point for agreements on ongoing legislative discussions (e.g. truck CO2) but is also the beginning of a new cycle, starting with the May EU elections and the subsequent creation of a new EU Commission, and later in the year, the US elections.
Strategic Focus for 2024
In 2024, our focus shifts away from EU legislative work towards national implementation and agenda setting ahead of the new Commission cycle. Zero Emission Freight is one of our top goals for 2024. We aim to:
- Secure a progressive agreement on the revised HDV CO2 standards Regulation before the EU elections.
- Try and secure a Commission initiative on corporate fleet electrification.
- Support the adoption of the Euro VII/7 pollutant emission standards.
- Advocate for a review of the high ILUC delegated act that excludes soy biodiesel from the EU’s green energy mandate.
Implementation of the EU Green Deal
We will spend considerable time contributing to national and EU implementation of the EU Green Deal and FF55. Our efforts will focus on:
- Charging for cars and trucks (AFI)
- Cars CO2 comitology
- The renewable energy directive and its 29% renewable energy in transport target
Other implementation work includes:
- ETS2
- The social climate fund
- The national climate targets and plans (ESR / NECPs)
A specific focus will be on the potential review of the Sustainable Finance Disclosure Regulation (SFDR) and the further development of European Sustainability Reporting Standards as part of the EFRAG working group.
Technological Framework Development
For each of our areas of work, part of our focus is to help develop frameworks that support the industrialization of key technologies such as electric vehicles or clean shipping and aviation fuels. How to use public funding instruments at the EU level (innovation fund) or national level is a key area of focus.
Organizational Development
Finally, we will keep working on our organizational development, building it into the backbone necessary to coordinate and support all the other departments.
