Introduction

2023 is an important year for the Green Deal. While the EU legislative bodies have already started their inter-institutional negotiations on many legislative proposals from the Fit For 55 package (FF55), most of these discussions will only reach their conclusion in 2023. Our strategy will be to contribute to policymakers’ deliberations by disseminating evidence, bringing together progressive coalitions, and ensuring public scrutiny around these processes.

Ongoing Work on the Green Deal

The end of the FF55 is not the end of the work on the Green Deal. In 2023, the Commission should table its proposal on the revision of the CO2 emission standards for heavy-duty vehicles. T&E plans to shepherd it through the EU Parliament and Council.

National Implementation Plans

Moreover, the end of the FF55 package on the EU level will move the focus towards national implementation plans. It will be important to monitor what member states propose, ensuring that their proposals are true to the purpose of the FF55 directives. We will do this by:

  1. Expanding our national offices’ reach.
  2. Engaging with our 63 member organizations across 26 European countries.

Adapting to Geopolitical Realities

Furthermore, this planned work will need to adapt quickly to new geopolitical realities. The Russian war has pushed an energy crisis on member states, prompting the EU to launch a new plan – the REPowerEU Plan – to end its dependence on Russian fossil fuels. To this end, the Commission is planning to table in 2023 a package of proposals intending to electrify fleets and make trucking efficient. As we have done for FF55, we’re counting on contributing to policymakers’ deliberations by disseminating evidence, ensuring that we will get the best deal for the climate.

Strategic Updates

Finally, we will also update T&E’s strategy plan, which will build a path to a more resilient organization, capable of adapting to the new political context resulting from the election of a new Commission, European Parliament, and US president in 2024.
