Seamless Services for Housing Energy Efficiency Renovation
The SHEERenov+ project aims to upscale energy renovations in Bulgaria by establishing market-oriented one-stop shops for integrated home renovation services across six major cities.

Introduction
The SHEERenov+ project offers practical implementation of the model for integrated home renovation services developed under the H2020 SHEERenov project. It supports the transformation of current renovation policies, based on excessive public grants, towards an innovative market-oriented model.
Objectives
Building on its results, the main objective of the SHEERenov+ project is to trigger significant upscale of energy renovation in the Bulgarian residential sector. This will be achieved through developing a network of market-oriented one-stop shops (OSSs) positioned at local/regional levels, offering services through the entire value chain. The project also supports the reforms projected under the national Long-Term Renovation Strategy (LTRS) and the Recovery and Resilience Plan.
Project Locations
Besides capital Sofia, the project activities will take place in five more major cities:
- Plovdiv
- Gabrovo
- Stara Zagora
- Burgas
- Ruse
This ensures the delivery of the integrated home renovation service throughout the whole country.
OSS Operators
The selected OSS operators possess both the necessary background to successfully manage an OSS and unique expertise in different aspects of energy efficiency improvement, including:
- Energy audits
- Nearly Zero Energy Building (nZEB) design and construction
- Renewable Energy Sources (RES)
This provides excellent cooperation opportunities.
Key Project Outputs
The key project outputs include:
- Transfer and adaptation of SHEERenov main outputs, including toolkits and training programmes, to OSSs countrywide
- Development of an online platform as a cost-effective solution for the OSSs’ operation
- Piloting the OSS models in six major cities, supporting at least 100 investment projects
- Comparative assessment of the business models to provide experience-based policy recommendations
- Replication of the SHEERenov+ model in at least six additional OSSs within the duration of the project
Institutional Support
The proposal has attracted strong institutional support with more than 30 Letters of Support (LoS) received. This includes endorsements from all three relevant ministries, state agencies, professional associations, and multiple municipalities interested in replicating the OSS model.
