Integrated services for clean energy transition in Greek municipal building renovations
RenoInGR establishes a One-Stop-Shop to support Greek municipalities in energy-efficient building renovations, aiming for nZEB standards, reduced CO2 emissions, and significant energy savings.

Introduction
RenoInGR aims to establish a One-Stop-Shop (OSS) support structure for municipalities and regions across Greece, focusing on the development and execution of energy-efficient building renovations. The OSS places particular emphasis on islands and mountainous municipalities, addressing the challenges faced by medium and small-sized municipalities nationwide, particularly the scarcity of human and financial resources required for building renovation project development.
Renovation Objectives
The renovation objectives are to surpass nearly Zero Energy Building (nZEB) standards and achieve energy self-sufficiency. The project also aims to reduce the embodied CO2 resulting from renovation measures, such as additional thermal insulation.
Integrated Services
The OSS will offer integrated services from the beginning of the project development to the implementation of the decarbonisation renovation design. It will implement best practices tailored to the specific national and local conditions, while also addressing any regulatory gaps to ensure smooth operation.
Project Bundling and Funding
It will advocate for project bundling to create sizeable projects and secure funding through the blending of public and private resources via Energy Performance Contracting. Furthermore, additional financing mechanisms will be explored.
Validation and Impact
The functionality of the proposed OSS will be validated through integrated services to municipalities and regions for renovating over 100 buildings, resulting in:
- 21 million € building energy renovation investment
- Primary energy savings of 3.7 GWh/y
- Renewable electricity of 5.2 GWh/y
- 1155 tCO2 eq/year emissions reduction
Engagement and Capacity Building
A robust campaign to attract municipalities and regions, dialogues among the market actors, and capacity-building activities will be designed and implemented to ensure a successful implementation of the RenoInGR project and ultimately position OSS as the reference structure for supporting the municipalities and regions.
