Introduction

Building renovation, energy performance improvements, as well as the transition from fossil fuels to renewable energy sources (RES), requires motivating homeowners to change their habits. This is essential to balance demand with a limited energy supply and to accept new technologies.

One Stop Shop (OSS) Overview

One Stop Shop (OSS) has proved successful in persuading homeowners to finance building renovations, resulting in energy-efficient houses that induce positive changes in energy consumption. However, OSS models are still not widely implemented across Europe.

Target Demographics

Moreover, the typical “building renovator” is male, middle-aged, and has a higher income. In contrast, the participation of lower-income households or social groups vulnerable to fuel poverty is uncommon. The rebound effect and insufficient use of supporting schemes are additional problems. For example, the Programme New Green Savings in the Czech Republic attracts the typical “building renovators.”

Additionally, households often renovate buildings over long periods, using their own financial resources and local unprofessional handymen.

One Stop Shop CPD Objectives

The One Stop Shop CPD will:

  1. Develop integrated services to stimulate demand for building renovation and energy performance improvements. The OSS will cover the whole "customer journey" from the pre-consultancy phase to monitoring.
  2. Apply OSS utilizing established best practices updated by inclusive financing techniques and combined with energy efficiency measures.
  3. Activate local actors in the value chain (e.g., construction companies, architects, engineers, financers, etc.) to increase demand for building renovations and demonstrate the positive impact of OSS on homeowners' behavior.
  4. Build expertise and ensure training primarily for ‘blue-collar’ professionals.
  5. Empower homeowners in building renovation design through the launch of an interactive online “Building Renovation Calculator.”
  6. Formulate policy recommendations to support OSS, remove barriers for homeowners to become self-sufficient, and demonstrate a high degree of replicability.
