Introduction
LIFE SIP WetEST is aimed to target the full implementation of the Western-Estonian River Basin Management Plan 2022-2027 (W-E RBMP) that was adopted on 7.10.2022 (Annex I). The plan is targeted towards achieving and maintaining the good status of waters in the Western-Estonian River Basin District (W-E RBD), the largest of the three Estonian RBDs.
Project Background
A related proposal targeting the same RBD was rejected in the LIFE-2022-STRAT-ENV-SIP call. With the submission of LIFE SIP WetEST, part of the project concept will be reused. The technical assistance project is aimed to address the following key shortcomings:
- Carry out a preliminary screening of RBD governance models in the EU and deliver a comparative assessment for preparing the system change of governance in Estonian RBDs.
- Plan adequate resources for implementing the project, including establishing an improved understanding of the testing phases of the novel governance models (to be financed within the planned LIFE SIP WetEST) as well as the needed policy work to anchor the model in practice and achieve its sustainability.
- Engage skilled consultants to revise and improve the proposal.
