Strategic Integrated Project for Implementation of SUMPs for Transition into Climate Neutral and Resilient Society
The SIP project supports Bulgarian municipalities in implementing Sustainable Urban Mobility Plans to achieve climate neutrality and resilience through capacity building and financial resource mobilization.

Introduction
The SIP aims at supporting local authorities to create administrative, organizational, technical, and financial conditions for the full implementation of Sustainable Urban Mobility Plans (SUMPs), contributing to the transformation into a climate-neutral and resilient society. Sofia Municipality is the coordinating beneficiary, and the other beneficiaries are the municipalities of Burgas, Veliko Tarnovo, Montana, Ruse, and Stara Zagora (responsible for the SUMPs implementation) and the NGOs National Association of Municipalities in the Republic of Bulgaria and Club “Economika 2000". The SIP covers the territory of the beneficiary municipalities with a population of about 2 million inhabitants or nearly 30% of the country's population.
Challenges
The full implementation of the six SUMPs is limited by the lack of adequate capacity in the municipalities and insufficient available financial resources for the execution of the measures. Hence, the SIP offers an integrated approach that considers the existing challenges, gaps, and barriers in their entirety and works to ensure long-term sustainability of project results and actions.
Work Programme
The planned work programme covers actions in several directions catalyzing the full implementation of the SUMPs:
- Implementation of priority measures for municipalities from the SUMPs.
- Creation of mechanisms for building and strengthening long-term capacity in the municipalities for:
- Mobilizing financial resources for the implementation of the SUMPs complementary actions.
- Coordination and monitoring of the implementation of SUMPs measures, including by building and applying a model for calculating greenhouse gas emissions and carbon offsets.
- Development of the documentary basis in the municipalities for the implementation of the policies for the transition into a climate-neutral and resilient society, such as updating the SUMPs, roadmaps for the transition, etc.
- Involving and working with stakeholders at local, regional, and national levels.
