Bulgaria’s Water Strategies for Transition to a Climate Neutral and Resilient Society
The project aims to enhance Bulgaria's water sector resilience to climate change by developing national strategies, improving stakeholder capacity, and fostering inter-institutional coordination.

The project will be implemented by a coordinating beneficiary Ministry of Environment and Water and beneficiaries Ministry of Regional Development and Public Works and the NGO Club “Economika 2000”.
Background
The project concerns the water sector and covers the entire territory of Bulgaria. Increased water scarcity, floods, extreme weather events, and reduced water quality due to climate change pose serious challenges to the water sector. This requires new approaches that integrate actions for transition to a climate-neutral and resilient society in planning and implementing strategic decisions and better capacity of the public and private actors in the water sector.
Objective
Therefore, the overall objective of the project is to support Bulgaria’s preparation for the challenges facing the water sector in the field of climate actions over the next decade.
Work Packages
The project envisages the implementation of six interrelated Work Packages leading to the achievement of the specific objectives to:
- Elaborate two national strategies for the water sector, embedding the climate objectives and actions into the policies for the water sector in Bulgaria.
- Enhance the capacity of the administrations of the beneficiaries MOEW and MRDPW and of Water Supply and Sewerage companies in the country.
- Strengthen the inter-institutional coordination between MOEW and MRDPW and with other stakeholders in the elaboration of national strategic documents.
- Raise awareness and create well-informed citizens.

- WP4: Preparation of a national Strategy for Development and Management of Water Supply and Sewerage.
- WP5: Increasing the capacity of water operators to act in the context of climate change.
- WP6: Additional measures for ensuring sustainability and replication of project results.
