This project builds on Carbon Market Watch’s unique expertise in carbon pricing and climate policy, as well as our proven track record of policy work with intergovernmental bodies, such as the UN and the EU.

Introduction

Carbon Market Watch exists to ensure that carbon pricing and other climate policies slash pollution and drive a just transition towards net-zero-carbon societies. Given the urgency of halting the climate breakdown, we campaign for market-based climate policies that fulfill their promise and operate in wise combination with regulatory and incentivizing measures.

Strategic Plan

We present a 12-month strategic plan with evidence-based advocacy to improve climate policies. This plan focuses on:

  1. Turning complex issues into comprehensible messages.
  2. Helping people understand and influence those policies.

We carry out this work with our members and NGOs in Europe and internationally, combining policy advocacy with a series of activities aimed at raising awareness, knowledge development, and compliance with EU and international law.

European Legislative Context

At the European level, a new legislative cycle has started focusing on the implementation of the EU Green Deal and Climate Law. The coming year will be critical as co-legislators will propose amendments and align their views on the review of the main 2030 climate and energy legislation, as proposed by the European Commission under the “Fit for 55” package.

International Developments

At the international level, the UNFCCC process will hinge on the implementation of the Paris Agreement Rulebook. Carbon market negotiations will reconvene at COP 26 in Glasgow in November 2021.

In parallel, the aviation sector will see its two main market-based climate policies reviewed and revised in 2022:

  • CORSIA
  • EU ETS

Additionally, the International Maritime Organisation (IMO) will discuss proposals regarding carbon pricing for the shipping sector in more detail in the coming year.
