Introduction

The CEL4LIFE project’s objective is to draft and submit a high-level quality Strategic Integrated Project (SIP) which will contribute towards the EU, national and regional goals on circular economy by achieving concrete impact in the realisation of the Policy Framework Circular Economy Limburg 3.0 (2024-2031) in the Province of Limburg.

Policy Framework Goals

With this policy framework, the Province of Limburg aims to trigger and assist all actors in order to be completely circular by 2050. The halfway target is to reduce the use of raw materials, including minerals, metals, and fossil fuels, by 50% by 2030.

Project Execution

The CEL4LIFE will be carried out by the Province of Limburg as the competent authority together with key stakeholders (LIOF, Parkstad, Brightlands Chemelot Campus) as part of the consortium. This will be done while cooperating with all essential stakeholders needed to strengthen the circular economy ecosystem in preparing the SIP.

Stakeholder Engagement

Because the transition to a circular economy requires considerable efforts across value chains and also participation from a broad range of stakeholders, the CEL4LIFE project activities involve a significant stakeholder component in parallel with the general steps in the SIP drafting process.

Four intervention areas lie at the basis of the SIP preparation:

  2. Innovation
  3. Conditions
  4. Ecosystem

In all four areas, action is needed to realise the implementation of the Policy Framework Circular Economy Limburg 3.0 (2024-2031).

Geographic Scope

The project covers the entire province of Limburg, and it also includes cross-regional and cross-border cooperation in line with the targeted value chains.

Expected Outcomes

The CEL4LIFE will result in a high-quality SIP application focused on the circular economy policy in the province of Limburg. It will lay a sound basis for the implementation of the eventual SIP with all stakeholders, thus contributing to concrete steps towards a circular economy in line with the objective of the LIFE programme and the sub-programme Circular Economy and Quality of Life.
