The project aims to reduce illegal HFC trade emissions by enhancing cooperation among authorities, improving monitoring tools, and raising public awareness, targeting a reduction of 42,000 t CO2e.

Introduction

The main objective of the project is to reduce HFC emissions from illegal trade by:

  • Developing and implementing a model of cooperation between state authorities and other entities.
  • Creating tools to improve reporting and monitoring greenhouse gas emissions and control trade.
  • Organizing a platform for exchange of experiences between national authorities and the R&AC industry through main actions.

Actions

  1. Central training for employees of state bodies (KAS, WIOŚ, GIOŚ, and Police).
  2. Central training for representatives of the refrigeration and air conditioning industry.
  3. A series of discussion panels with representatives of the R&AC industry and the Ministry of Climate and Environment.
  4. Creating a Polish website that will provide the opportunity to check the amount of HFCs in terms of CO2 equivalent, report illegal trade, and obtain information on how to proceed in case of suspected smuggling.
  5. A wide communication campaign (advertising spots, social media, articles, webinars, videos) to raise public awareness.

Results

  1. Reduction of HFC emissions by 42,000 t CO2e during the project.
  2. Improving knowledge and communication/cooperation in dealing with and monitoring illegal HFCs by training about 500 government officials.
  3. Raising awareness of the illegal trade in HFCs by training about 1,000 participants from the R&AC industry.
  4. Developing a common position agreement of the entire R&AC industry by creating a final report regarding changes in Polish legislation.
  5. Building public awareness of HFC emissions resulting from illegal trade and its impact on global warming. Through the different activities, the project will reach 1 million people.
