Introduction

EEW5 supports the public sector at all governance levels and contributes to ambitious implementation of energy efficiency (EE) policies and the EU Green Deal. Through the development of enabling narratives and a policy dialogue platform, EEW5 promotes the Green Deal as the masterplan for a just transition and as the new EU growth strategy.

Narratives for Energy Efficiency

A narrative is a set of accepted benefits associated with EE and the energy transition in a country or region which leads to wider buy-in from policymakers and societal groups, resulting in higher implementation levels.

The narratives combine the aim of climate neutrality of the Green Deal with benefits such as:

  • Innovation
  • New investments
  • Job creation
  • Energy security
  • Air quality
  • Better quality of life

EEW5 develops and disseminates such narratives for national, regional, and local levels.

Policy Dialogue Platform

A policy dialogue platform (including 50 events with over 1,800 participants) will activate, involve, inform, and consult a broad range of policymakers (e.g., members of parliaments, representatives of public administrations on EU, national, regional, and city levels) and relevant key stakeholder groups (business sector, energy agencies, scientific community, etc.).

The policy platform will support the narrative development process. It will also serve to broaden capacities and understanding of policymakers in public administrations, thereby contributing to a better implementation of EU policies.

Key Outputs and Impacts

Key project outputs include:

  1. Results of a large-scale survey
  2. 10 narrative cases
  3. Policy recommendations for ambitious policymaking

Key impacts will include primary energy savings of 389 GWh/year and additional investments of 402 million Euro/year through improved policies.
