BUILD UP Skills Lithuania – rebooting the National Construction Platform and Roadmap
The BUILD UP Skills initiative aims to upskill building professionals in Lithuania for high-energy performance renovations and NZEBs by revitalizing stakeholder networks and updating strategic roadmaps by 2030.

Introduction
Launched in 2011, the BUILD UP Skills initiative is supporting the upskilling of building professionals across Europe to deliver building renovations offering high-energy performance as well as new Nearly Zero-Energy Buildings (NZEBs).
Objectives
The first objective of this project is to revitalize a construction sector stakeholders’ network in Lithuania, which includes:
- Employers’ organisations
- Workers’ organisations
- Educational and training centres
- Public authorities
This network aims to support the upskilling of building professionals while attracting more than 100 stakeholders.
The second objective is to update the Status Quo Analysis and National Roadmap developed under the first phase of BUILD UP Skills (2011-2012, ‘Pillar I’) to reflect the new realities of the building sector in relation to 2030 energy and decarbonisation targets.
Collaborative Efforts
The group of individuals and organisations will work together to create a plan of activities, contributing to the plan's recognition and implementation up to 2030. It is expected that the platform will collaborate in the future to ensure the continuity of implementation and overall monitoring of the roadmap according to indicators of proposed results.
Skills Development Focus
The Project will address the necessary skills development and certification activities related to:
- Digital technologies
- Smart buildings
- Resource efficiency
- Circularity
- Integration of renewable energy technologies
- Heating and cooling
- Industrialised deep renovation
This will reflect new regulatory, technological, economic, social, and environmental trends deeply affecting the construction sector in Lithuania.
Work Packages
To achieve the identified aims, the project is structured into the following work packages (WPs):
- WP N° 1 "Project management and coordination"
- WP N° 2 "Analysis of the national status quo"
- WP N° 3 "Visioning and roadmap development"
- WP N° 4 “Sustainability, replication, and exploitation of project results”
