The Hauts-de-France Region's LIFE LoCaRB project aims to accelerate building renovation for energy transition, create 20,000 sustainable jobs, and foster a supportive regional ecosystem through innovative methods.

Introduction
The Hauts-de-France Region, as part of its Rev3 initiative supporting the implementation of innovation, transition, and climate-related policies, aims at developing and financing an innovative building renovation project to drastically accelerate the energy transition across its territory.
Objectives
The project will develop structured value chains allowing the replicability of results. It will implement the innovative methods of off-site building (including from Energiesprong), which will allow the Region to:
- Reach its climate objectives
- Support the creation of more than 20,000 sustainable jobs
- Generate and leverage significant public-private investment
Project Support
LIFE LoCaRB aims at supporting the project application to the LIFE SIP CLIMA 2023 call to strengthen the consortium and regional governance and benefit from the EC support and visibility.
Ecosystem Development
A regional ecosystem favorable to amplifying the ambition both in terms of demand (landlords, local authorities, promoters, etc.) and supply (companies, solutions providers, etc.) will be developed and engaged in a co-creation process at the proposal stage. This will address all aspects of building energy efficiency innovation, setting up businesses, and skills training to support these growing business sectors.
Collaboration History
Project partners have already engaged in strong project collaboration actions since 2020. They have:
- Created a business club
- Established a social landlord club
- Started training for local authorities to raise awareness
Conclusion
LIFE LoCaRB is therefore the last essential step for the initiative to be fully structured, sustainable, regionally anchored, and able to tackle the regional climate challenge and scale up its deployment.
