Plan4CET: Improving Clean Energy Transition planning at local and regional level
PLAN4CET aims to assist European regions and cities in developing and implementing tailored Clean Energy Transition plans by providing methodologies, tools, and technical support.

Introduction
Cities and urban areas have been identified as the main opportunity in reaching climate neutrality, as they consume 78% of the world’s energy and produce more than 60% of GHG. This need and vision are shared across EU cities and regions, but the climate neutrality transition process is complex, and many barriers have been identified.
Challenges
Even local and regional authorities have shown commitment to achieve climate neutrality; however, the following challenges slow down the development of these processes:
- Lack of appropriate horizontal and vertical CET governance
- Need for integrated and holistic solutions
- Lack of capacity (knowledge and resources) to develop and implement CET plans and strategies
Project Objective
The general objective of the PLAN4CET project is to support European regions and cities to design, develop, and implement Clean Energy Transition plans according to their needs and possibilities.
Project Outputs
To achieve this, the project has been conceived as an initiative where different project outputs will be generated, including:
- Methodologies
- Tools
- Capability building and technical assistance
These outputs will specifically support EU regions, especially medium and small municipalities that face capacity challenges, in their CET planning, implementation, and monitoring activities.
Pilot Regions
The project will directly support three EU regions in improving the Climate and Sustainable Energy Action Plans through pilots to be carried out in:
- Navarra (ES)
- Skåne (SW)
- Emilia Romagna (IT)
These regions represent different types of EU regions and will serve as samples for many others, allowing learnings and best practices to be transferred.
Consortium
PLAN4CET will be executed by a consortium composed of a group of 11 entities located in four European countries (Spain, Sweden, Italy, and Belgium), involving different types of local and regional public authorities together with other entities.
