Introduction

Europe is facing unprecedented challenges – on the one hand is the increasing climate change and on the other the energy crisis caused by the war in Ukraine. The REPowerEU has addressed these challenges by revising EU targets on energy efficiency and renewable energy in order to increase self-sufficiency and resilience of EU economies.

Role of Buildings and Local Governments

Buildings and local governments play a key role:

  • It is necessary to increase the pace of energy-efficient renovation of buildings (in line with the Renovation Wave).
  • Municipalities must set an example (in line with the revised EED).

The Czech Republic currently has too low ambitions for energy efficiency, a low rate and depth of renovations, as well as a small capacity in municipalities to respond to growing challenges and prepare appropriate solutions.

Project Objectives

The project aims to trigger a significant upscale of the energy retrofits of municipal buildings in the South Moravian Region by:

  1. Increasing the rate of renovations.
  2. Improving the quality of renovations.
  3. Creating and operating a facilitation structure: JINAG Energy Unit.

The JINAG Energy Unit will address the entire value chain of public building energy renovations from strategic, technical, legal, and financial aspects. It will build long-term capacity and skills to develop and implement project pipelines and also increase the awareness of municipalities.

Awareness and Support

The project will raise awareness of more than 670 municipalities on:

  • Deep renovation.
  • Strategic approaches.
  • The clean energy transition.

The project will pilot and test the facilitation structure and the entire spectrum of its services on the preparation of 50 renovation projects. It will evaluate and create conditions for further service development, replication, and dissemination.

We will support 100 municipalities with direct consultation work, thereby starting the preparation of future investment pipelines for the clean energy transition.
